Probably a better way of doing this but I used cable to mount to pre-drilled holes that were on leading edge of the bumper frame. I could just barely get a nut in there to tighten down the i-bolts. I had to slightly modify for the final mount by lengthening it a bit. Once bumper was mounted back on, I left the lower i-bolts hanging, struggled a bit to get them pushed through, and then secured from underneath the splitter with washers and nuts.
