Is your clutch switch working? Do the gauges and everything else light up with the key in the on position?

The "starter signal" circuit tells the ECM the the starter is powered, so no surprise the
there is no power there if you have no power getting to the starter. The starter cut relay
is in the under-dash fusebox - it's the middle of three relays in there, though if you have
no rear window defroster one of the sockets will likely be empty.
The circuit basically goes like this:
from the battery, through fuses 41 & 42 (under-hood) to the ignition switch.
from the switch, from one terminal to the starter cut relay, from another through the #3 fuse
(under-dash) to the start button.
from the start button to the starter cut relay coil, which is grounded through the clutch
interlock switch.
So basically, if I'm reading the wiring diagram correctly, when you push the start button,
the relay coil is energized if the clutch interlock is closed, and the + from the ignition
switch to the relay heads on to the starter solenoid.
