P1607 PCM internal Circuit Failure...

What the Hell does this mean???

ftom the service manual:
p1607 ECM Internal Circut Malfunction .......note it's ECM

1.Reset the ECM (I presume ECU)
2. Turn ignition on
3. wait 30 seconds

Still get the failure?
Y - substitute with known good ECM
N - Go to Step 4

4 Ignition off
5 Ignition on
6 wait 10 seconds

Same failure
Y - replace with known good ECM and retest
N - Intermittent failure
Ask customer if battery went dead
