It states on the back of the ticket that I can't contest this specific violation. I'm going to try it regardless and see how far that gets me. I'll sent out an update on the outcome.

At least here in Michigan you can contest that stuff, even small parking tickets (I've done it).

Soooooo I ordered one of my textbooks online, through one of Amazon's Marketplace sellers. Knowing it could take extra time to get over the border, I ordered it on August 16th and got an email from Amazon two days later saying the book was shipped. Then I get an email on the 28th from the seller, saying the book was shipped on the 28th. I email the seller about it and they tell me that the book was sold out and they had a delay in getting another one. They apologized, which I appreciated. I emailed them back saying that future customers would probably appreciate knowing sooner if there is going to be a delay in shipping so they can decide whether to order from somewhere else. I also suggested that this could be a systemic problem (ie Why is Amazon sending out shipping notifications if it hasn't been shipped?). I expressly said that I didn't need a reply, but wanted to offer those points to consider. And this is the response (you know, the one I didn't ask for!) they send:

Venting because the City of Royal Oak Water Department is a bunch of freaking idiots! So, get this, they shut off my water because, "the last few billing cycles have been based on estimates only." Which is a bunch of crap.
My house was built in 1949. I've owned it for nearly 7 1/2 years. The water meter is inside, not outside the house. The city sends meter readers during the day only (never evenings, never weekends). I, like alot of people, work during the day and am never at home when the meter readers come around. The meter readers typically leave a post card to fill out the meter reading and drop in the mailbox (which I always do, although sometimes it might take me a week or two to get around to it -- which should be no big deal since water is billed quarterly anyway).
Apparently now, they need to send someone live to read the meter and install a device so the meter can be read outside the house. A phone call would have been nice before they went off an turned off my water with a note to call them back. This is a bunch of b.s. -- I guess they don't trust that I'm writting down the meter reading correctly (which I definitely am). Mind you, I've paid everything they've billed me, which is probably too much if it really is an "estimate", like they would really "estimate" in my favor...
