Default Wheel perfectly balanced, but still shaking?

Can a wheel be balanced perfectly, even if the rim itself is not 100% round? I have some shaking in my car at certain speeds. First of all it's at about 40-45mph, and then again at about 60-65mph. I'm fearing my rim isn't 100% round anymore for some reason, but the wheel is balanced perfectly. Can the problem causing the shaking be the rim? If not, what else can it be? The shaking isn't always the same. Some times it's less, sometimes it's more... Sorry for my bad english. Hope you understand what I mean!

If you are sure those are rims, try to borrow a set for a few hours from somebody and check it. Because balancing is good if rims are 100% round, but you can balance even square rims

If you are lowered it might be you CV buckets...

You may have a wheel that is not hub centric.
