SSR MS1 black with machine lip
So I have these rims 17s on my black s2 and they are black as well... they came with the car and I'm starting to not like the look of the machine lip would it be a good idea or even look nice to powder coat them machine lip and whole as one color?

Well if they are multipiece you will be taking them apart to paint or powdercoat them. That also means you may need new hardware and seals for the wheel. Paint won't be as durable as powdercoat but it is cheaper and easier. I won't tell you which way you should do it. Its your car figure out which look you like more get some quotes for having them powder coated or painted and decide.
