Default Metal valve stem question

I'm going to get my Advans mounted up tomorrow and am curious about the proper installation of the metal valve stems. They come with the stem itself, 2 rubber grommets, a washer, a nut and the cap.

My question is: Should both grommets be used, one on either side of the wheel, or should only the inside of the wheel get a grommet? I know you're not supposed to reuse the rubber if you should ever have to take the valve stems out of the wheel, so maybe they just send you two of them. My HREs only have a single rubber grommet in them.

And finally, any idea what the proper torque value is for the valve stem nut?

I agree they should be on both sides. I am not sure torque though. I would say just tighten by hand.
