Default help with torque for wheels

I have 16" SSR wheels with A032 R rubber. My question How much torque is needed when putting them on? My torque wrench reads in inch pounds and Newton meters. I was told 80 foot pounds but I'd like a second opinion. What Pressure should the tires be cold?

Manual says 79 ft/lbs.
I have always gone with 82 to 83 ft/lbs.
NOTE: '90 CRX-Si and '02 S2000 have the same torque specs, and the same oil filter.
