ok so I have a set of circuit garage fender flares on the front of my 02 s2k and the previous owner installed 18x10.5 et30 wheel on all 4 corners I want to do a staggered fitment on the car with like. 18x9 or 9.5. In the front and I never really took the time to figure out the whole offset science of wheel fitment especially with wider fenders so here I am.. what should the offset be if I want the wheel/tire to be flush with the front fenders maybe tucked just a little under

If you insist on being staggered, you should be going wider in the rear, not narrower in front (assuming you have the rear overfenders, too). 10.5 is nothing for the CG rears. They will fit 12's no problem.

Arent CG fenders like +75mm? Pretty huge. I'm running 10/11.5" stagger on typical rolled fenders. The sky is the limit for the OP on widths.
First determine the goal of the car, then you can decide on the tire width you need/want to run and that will then determine the proper wheel width and finally with that information you can choose the proper wheel offset range you need to run. Its easy as 123.
