"Best handling" is going to depend entirely on how YOU want it to handle.
The diameter of the wheel isn't going to affect much beyond weight (larger will probably be heavier) and sidewall flex (which affects things like ride quality and turn in). These things can be accomodated for, but also need to be taken into consideration.
What's probably going to affect handling the most is your tire choice. Of course things like tire size, usefull contact area, sidewall stiffness, and compound need to be addressed. In the short run, if you're REALLY interested in better handling (as opposed to appearance) you'd probably be better off spending your money on a good set of tires, rather than wheels.

Got Falkens on my new wheels pretty good without traction control up until 60mph - 70mph. 215 front and 245 back... just out of interest what PSI would people go with for this setup on 18" wheels?
