Quick question:
Would the rpf1 17x9.5 et38 clear most of the bbk out there?
Also, how much does it stick out given I have 0 degree camber (just for relativity reference, i'm planning to go with -3 camber)

I hope you have aftermarket front fenders for those. Even with that amount of camber those aren't going to be an easy fit. As for the BBK fitment I know the convex face fits BBK more easily than the concave face. Junky can probably chime in with more as he knows those wheels better.

Will not fit. RPF-1s with the flat concave face are junk for BBK clearance. Anything 9" and wider has the flat face.
The convex face was designed for BBKs (8.5" and narrower), but doesn't look as nice.
That said, you can do the NT-03+M in 17x9.5 +44 - that'll clear stoptechs. (not a very good looking wheel in 17s)
As far as fitment, +38 is pretty aggressive and will require quite a bit of fender work to fit, especially if you plan on running an optimally sized tire with that rim (either a 245 or 255 - if something narrower, then it's wasted wheel width and too much tire).
Stated use makes a difference as far as your needed specs for clearance.
