you should really get an alignment probably once or twice a year. Maybe I'm the only one who follows that rule but you'll know where your suspension is and what needs what if you do. I dont know how people go years without aligning the car. Even just sitting there things can change, although its not likely they'll move much, but especially if you go on hard drives, things are likely to shift around here and there.

FWIW though, I'm at 3* up front and theres a substantial difference between inside and outside of my tires.

Is 3* considered a lot?

Is the toe angle corrected during an alignment?

thats probably the bigger cause but the camber spec would cause the tire to wear on the inside vs the outside. but yeah toe is going to cause more wear than camber.

I'm going to order the tires tonight, is it important to have them mounted before doing the alignment?

No doesn't matter if you do the alignment before or after tires. the alignment angles are based off the angle of the knuckle, different tires isn't going to change those angles.

do the alignment when you put the tires on so you dont shred the tires to much. Also 3* isnt much camber at all. most guys running auto x are in the 2-3* camber area. I run 5-7* in back depending on how low my car is.
