3.5 neg camber... handling?
So seeing how people run very aggressive offset wheels and 3+ degrees neg camber in the rear, how does this affect handling? More understeering, oversteer? Twitchy rear? high speed stability?

I ran that much neg camber when very lowered. The camber needs to be balanced front & rear to maintain the overall handling balance of the car. You can certainly dial in less oversteer with increased rear neg camber.
I also used a pyrometer to make sure the tire pressures and camber were correct for my style of driving so that temps across the tire were even...had very even wear then. Note that it is possible to get too much neg camber. If your driving style does not use the whole tire with high neg camber settings, you will experience rapid tire wear.
