Haha - sorry for the late bump, but this made me laugh!

I think half a day driving in the lower mainland will show you why the insurance is so high there compared to the rest of the province!!

Insurance is cheaper because on the Island ICBC hires drivers to drive slow in the passing lane which keeps the average speeds down pretty low. I have yet to confirm this is true but I can't think of a more logical explanation that explains why passing on a virtually empty highway is nearly impossible.
