What is the best way to improve the high beams on a 2005 S2000?

What are those small black panels on the lower left and right of the front air dam really for? Place for fog lights? If so, where do I get them?

Cheapest place to buy a hardtop (white)?

 

Those are "fake" airducts. Some have cut them open to let more air in for either a CAI intake or for brake cooling ducts. Some have even put fog lamps or other driving lights in there. It wasn't "meant" for anything in particular. Just cosmetic.
