Loop. it's nowhere as bad as Jamaica, Ozone Park... Lower East Side, Chinatown or god forbid.. Harlem..

There are some nice areas on the South Side, but if you stay near the lake and keep going North, they're ALL good. The price of renting goes down as you go farther North.
There are a couple of express busses that shoot down Lake Shore Drive to/from the Loop (if you're working there), so try to find a location near there, or off the Red or Brown Line.
Be suspicious of areas North of around Irving Park Rd. There are pockets of good areas, but there are also some pretty bad ones. South of that, you'll definitely be able to find something good.
If money is so tight for you, you don't want the added cost of living downtown. Look at Lincoln Park, Lakeview, and Wrigleyville. There are some really good deals around there if you know where to look. Also, maybe you want to call a apartment-finding agent. They can make good recommendations.

After much thought and restlessness, I've decided that I would sell the car since public transportation will be my main ride. If I needed a car for anything else, I'd rent a car or use IGO (flexcar).
Thanks for all your warm welcomes and advice. I've posted the car on craigslist and I'll be posting it on autotrader soon as well.

Funny thing that you mentioned that... I made a conscious decision to make sure I would be near a subways wherever I lived. But the cost of keeping the car is more than just an extra 200 a month for a car. It would be 200 a month plus 150 a month for insurance + gas and maintenance for a car I'd drive during the weekends... at most. 400 a month just seemed like too much.
