Kelk it is a random orbital/dual action polisher. It is the one everyone over on Autopia uses.
Let me put my 2p in early. I almost bought this but in the end it really wasn't worth the effort. To this price you need to add shipping, vat and duty. Then you need an extension cable, cheap one from Amazon are $5 plus shipping, then you need a voltage convertor in the UK which you can get from Screwfix for
