Is the sensor just a plug in job to the loom?

The o2 sensor just plugs in between the secondary lambda and the loom - 2 minute job

And does the CEL still work for any other problems it just tricks the O2 Sensor?

Yep, purely block the signals for the secondary o2 sensor, primary still works fine.
