When you sell your car and keep your private plate
#2
AFAIK they get the reg the car was originally registered with. When you do an HPI check the original registration is shown as well as the new one so DVLA will have a record of both. Is it not listed on the log book?

The common practise is to assign the previous plate if there was one or too assign a new one if there wasn't.
A Car Data Check or HPI check will show all cherished plates on a vehicle regardless of how many times it has changed. It will also show the dates of these changes.
If you have a car with a cherished plate and you want to keep it when selling the car you need to put it on retention first and get the old one put back on. Its a right hassle.

lol, Del!
Wasn't so long ago you were thinking of selling yours!
Just wanted to be prepared when the time came.
So does that mean I'm the one who'll have to pay to have the new reg put on etc? How much are we talking?
