What makes the fans/heater so efficient?

Just use the aircon / climate control .... it heats AND cools.

I'm sure a lot of European spec. deisels have a separate heater that burns deisel to pre-warm the coolant and Webasto do a retrofit kit you can start with your phone/remote/timer - no idea how much they cost but would be quite novel getting into an instantly toasty warm car in the mornings

As said, diesels are terrible. They should have an electric heater to 'help' it in the early stages then switch it off when the main is warmed.
I guess living in Sweden, you need a good heater ...

It was a requirement on later cars after a certain year to de-ice in a given time.
My 98civic takes ages, my S2000 is 400%* better.

Your Civic needs a new thermostat - ours did and then it went back to being quite quick.
Some cars have 'split' circulation, where the block is separate and only the heads circulate with the heater matrix at first. Thus, the twin heads on my J35 warm a large cabin very quickly indeed. They are also tiny heads, which helps.
Honda has patented a several-stage design for use with the turbo family of engines, so the thing should warm up extremely quickly.
Interestingly, the Subaru 1000 (like the German 12M Taunus) used the matrix & fan as the primary radiator, for efficiency. The big one at the front only got activated (having no fan) if the little one could no longer cope.

You're confusing consumption with efficiency.
I don't see the S is any different to any other car in this regard, but if it is, it must be down to the thermostat, the heater matrix, and the mass of the engine. Diesel engines made from the kind of wrought iron they used to build ships out of (not really) weigh a tonne and will take longer to heat up.
