I have absolutely no mechanical skills whatsoever. I imagine that if I try to do it, I'll end up with silicone sealant solidified all over the paintwork and a melted plinth...

Neither am I, but I had a go - glad I did too 
If I can do it, anyone can 
. All there is, is 2 screws on each side, 5 clips and some bit of force to remove the bumper. The rest of it, is straight forward. Unscrew the brackets and make sure it's straight. With a bit of reinforcement I ended up super gluing the surround to the bumper and it is "job is a goodun".
I've sort of documented in my thread. Hope it helps My link

OP . It is really quite easy to remove the bumper and fix this rather than pay someone else to do it .

I appreciate the thought anyway! I'd probably better get used to repairing the bumpers myself (living in Bristol) anyway I suppose...

living in Bristol, just make sure while you are round the back fixing the bumper, no-one is nicking your lights round the front!!
