I think the wheels look shit as well, but not enough to beat the shit out of the arches as punishment!
On a serious note, I'd have to suspect that the owner put the dog equivalent of catnip (or female dog piss) on both arches to make a dog do that, surely?
I have to say after that I would be wanting those dogs put down, or put them down myself.

They were probably chasing a cat or a squirrel which scarpered into the engine bay to hide.
What impresses me is that he chased the dogs off. If it were me and I saw 2 pit bull's having a go at my car, I'd offer them some mixer to go with it.
