Its vinyl so any type of plastic cement should bond okay.
I was thinking of Humbrol / Airfix type stuff.
I would really have a go if it were mine, and slip a piece on the inside.

As i told one chap use that 'neo' stuff, again i cant remember the name sorry, but there was a thread 2 weeks ago.

The stuff is used in wetsuits and i found it lasted quite well, puncture repair kit stuff and other glues will not last 5 minutes! - i have tried.

mine is like that on both sides - dont worry about it - it does not leak just put up with it
