It is true, my dad wanted to take a good reg off one of his vintage tractors, but because it had no MOT he couldn't do it. Plate went to the scrap heap unfortunately.

Once scrapped, ownership of the plate returns to the DVLA, who may then auction it off!
It keeps coming back to money, I'm afraid to say.
