I don't know - I live on a residential road that feels faster than 30mph. Despite speed warning light-up signs, you still get a fair percentage of knob-heads travelling along at 50+. Traditionally speed-humps have been the way to slow people down to more sociable levels.

Speed cameras ( :OMG: ) are probably a better solution than speed bumps, and I'd welcome the introduction of the former on my road ( :shockhorror: ).

EDIT: I don't mind the 3 bump speed bumps - they're easy enough to navigate - I do wonder however if these have encouraged 4 x 4 ownership.
