Cold air is denser and simply increases the amount of O2 in a given volume and the ECU adjusts the ignition/fueling.
It has nothing to do with the moisture content of fog.
Atmospheric presurre does have an effect but only really noticable with large changes in height from sea level.

On a dyno it can effect power output, I've witnessed it.
