It is moisture condensing that you see. i.e. steam ejected into the relatively cold air produces 'clouds' of moisture.
There should be no moist air coming from the dipstic hole.
Have a read up on psychrometry, it will explain all.

Don't think it's related to the crank case breather in this case (although if there was pressure in there and a lot of vapour you have a definate point) - once the dip stick is removed the vapour will take it's easiest route - which is up and out.
Quite normal.
It is always a good regular check to clean the PCV though.
