AFAIK it is illegal to pick up a handheld mobile device in a car, whether moving or stationary, unless in an emergency situation and unable to pull over safely. Not sure how strictly it would be enforced if you were sat at traffic lights, or whether you would even be seen, but there you go.

Why do you want to know what time it is? if you can't be bothered to wear a watch how do you tell the time when your not in your car and you don't have a mobile phone.What about an Ipod they have a clock!
