Rear Number Plate Lights?

Just washed by car for the first time since I picked it up last weekend, and noticed that where I'd expect there to be light for the rear numberplate there are instead just too big holes
Is this right? (I don't think so, but can't phone the dealer I bought it from (used) until tomorrow).
Is it illegal to not have these lights?
I bought the car used and can't think why these lights would have been removed (if they are supposed to be there).
Any ideas?

Hi Martin,
Yes, it is illegal in Europe to not have rear registration plate illumination. (Also in Japan and USA for that matter).

Doh!
OK There are lights there, I didn't check earlier since I had the battery disconnected whilst fitting my new Headunit. (That's my story, and I'm sticking to it )
So yes there are lights there and they work. But the holes are quite big and look like they should be covered with something. Is this just how they look?

Oh well at least I can stop worrying about it. And I've got my new headunit fitted. So Next weekend I can install continue the install with a CD/MP3 changer, Speakers and AMP. But with only getting a few hours whilst my son's asleep, i reckon it's gonna take a while (especially to do a proper job that would meet with CC's approval)

Don't worry CC I've ready that thead, no gay twisted wires and insulating tape for me Proper battery terminal connector to 4AWG (wraped in flexible conduit) and with fuse close to battery into distribution box connected via 8AWG to HU constant live using crimped connectors.
Plan to run 8AWG to rear down the passenger side, run phono's down centre and speaker wires either on the other side of the centre console or down the drivers side.
