the air guides/plates are used to ensure the radiators get maximum flow.. typically the radidator cross section area is bigger than the intake - this means there is pressure drop infront of it.. this reduces the air speed and therefore reduces the drag caused by the air passing through the radiator.
There is then some thrust coming from the exhausted air - and it's much better if this can be at the top of the car versus the bottom.. again note the F1 cars all vent upwards and not downwards. The vented bonnets therefore have additional areo function beyond increasing the cooling capacity on the car.

The only way I can see that a rad plate wouldn't make any difference is if you have a vented hood ..... otherwise they will be reducing airflow circulation directly under the hood which can't bee good for the car/engine.
