Did you get to the bottom of this issue as i'm having the exact same problem with mine.
I've tried removing the sppedo converter, i've tried swapping the VSS for another one, i've even tried a different Insturment Cluster in the car but every time the ECU light comes back on and it's gives me the code for VSS issue.
Mines an early JDM car, would the ECU codes be different for the OBD-1 and OBD-2 Systems?

I don't think the fault codes are different.

Finally found it! Popped the cover off the ECU and could see random wires hanging about. I'm guessing some kind of VTEC controller had been fitted in the past. It had been poorly removed leaving a blue wire with a white strip on it disconnected.
Can't believe it's taken me this long to look at the ECU! lol.
