Yes. They're back...

Is it worth it?

Does anyone ever win these things?

I've never heard of anyone winning.

Shell did a promotion for Optimax. When you bought Optimax petrol You got a card with a car make and a wheel type for a different make of car, if you got a match on a subsequent card you won that car. There was a collective done on this site last time. The cars were:

Chrysler Crapfire (named after the 'arched backed squatting dog taking a poo' look) although saw one in the flesh and actually not too bad looking
SLK
BMW
Audi TT
Merc C class
Plus some other sportyish cars - none as good as the S mind. If you won you'd flog it straight away.

Hard to fault if you're only going to get fuel when you would otherwise have needed it anyway, regardless of how unlikely you are to win
