Default New Discs and Pads

Is it normal for a new set of discs and pads to whistle when you brake lightly? Just wondering as I've never had it before but I've only ever had to change pads not discs.

I have just changed to EBC Turbogroove discs upfront... oddly my brakes used to squeal like crazy before but are actually very quiet now!
