Yes;
The Genuine Sweeps were really intended for Civics & the like; they normally came in the correct offset, 45. Oddly, the Rarerims ripoff comes in a 40 offset, IIRC.
Horny's probably experiencing less instability due to the greater rubber, but also beacuse the offset will slightly reduce the RWS effect.
I suppose if you put 16" instead of 17", you should have a bigger sidewall & less pronounced RWS! Bit of reverse engineering, since most 17" converts find the aftermarket anti-RWS kit dramatically improves the problems they have created!

One thing I managed to do when fitting the wheels was scratch the recessed part where the wheel nut goes, are there slimmer sockets that can be bought to avoid this? I tried 3 different tools and in the end just wrapped a socket in duct tape to prevent metal to metal scratching.
