MOT - Are Headlight Washers Mandatory?

I thought they had to be there with HID s too, good to have clarification. I feel a winter smoothing session coming on

All new cars with xenon headlights must be factory fitted with a levelling system and headlight washers but they are still not part of the mot test at the minute, mot rules and the police rules are not the same, strange example but if you had a rocket launcher on your roof I could not fail it on mot as its not part of the test but obviously the police will arrest you (I know this is a stupid example but I'm sure you get what I mean)

I think as long as I'm not tucking my number plate into the windscreen and doing doughnuts in the KFC carpark I'll be OK (shame I'm going to have to give that up though, it really impresses the ladies )

That's not true.

MOT Testing Manual (issued 01 Jan 2012) section 1.7 Headlamps states:

"Information
Vehicles equipped with High Intensity Discharge (HID) or LED dipped beam headlamps may be fitted with headlamp washers and a suspension or headlamp self levelling system. Where such systems are fitted, they must work; however, it is accepted that it may not be possible to readily determine the functioning of self levelling systems. In such cases, the benefit of the doubt must be given.

Method of Inspection
2. Where HID or LED dipped beam headlamps are fitted, switch on the headlamps and check the operation of any headlamp levelling and cleaning devices fitted.

Reason for Rejection
2. A headlamp levelling or cleaning device inoperative or otherwise obviously defective."


So if they are there, they must work, otherwise it's a fail.

But, they are not mandatory even with HIDs, since it says "may be fitted", not "must be fitted".

Interesting

If the testing manual was issued on 1st Jan 2012

why is the rule 'not live'?

I have six MOT certificates obtained without headlight washers. And for that matter, without the self levelling system too.

Fortunately there's a difference between what's legally required when the car is new/imported, to what is tested for in the MOT.

No idea why its not live yet but it 100% is not live at the minute, was supposed to be live around 6 months ago but for some reason the new rules are still not live, I will let everyone know if/when anything changes
