I think the reason people get fed up is personal experience. For example I was stopped for no real reason when in the last 4 years we have been hit twice by uinsured drivers. Despite having vehicle details the police did nothing and refused to help saying it was only within the remit of the insurance companies.
As far as I am concerned I pay for a service with my taxes therefore if pulled over I expect a level of service - not to be treated with contempt or blatent arrogance as in previous experiences. I also expect the police to deal with a crime such as being uninsured and atleast show some effort to solve it. Yes these are "low priority" crimes but none the less when you pay for a service..............
This is all person experience of course and I am sure there are plenty of other people with great stories with happy endings! On the otherhand I see people with similar experiences to me and am not suprised that people appear to have lost faith.

You should report him for wasting your time and holding up traffic whilst you cross lanes of stationary traffic, in order to satisfy his grudge. A balanced and non-emotional letter to the local sergeant is in order, IMO.
