I think it's to do with the general apathy of your average policy holder.

They give you a great quote to get your business and then you get a crap renewal. I'm sure there are a lot of people who just accept the renewal and continue the cover, easy money for the brokers/insurers, and if you do question it then they lower the quote and still keep your custom.

If you were the broker what would you do? I would try the high quote first on the assumption that a sizable percentage of customers would accept and pay up.

The onus is on the consumer to find/fight for the best price in this day and age.

Only one way to stop them IMHO, when they drop the price to beat the other company tell them to stuff it. You can always go back the following year and get an introductory bonus.
