It's worse on 04> cars as it's stupidly automatic and linked to the windscreen washers
TBH they are a pain unless you want to soak the people in the S behind you at a meet

Your half way there to fixing the problem
Pull the marked fuse in the box by the battery and that will sort it properly!

Anyone any sensible suggestions for this problem?
ie: left hand headlamp washer not working?
The service manual isn't any help as we've only got a copy of the pre 04 US version.

Remove the bumper and follow the pipework back to source checking for leaks / blocks. My guess would be the right hand light wash is further from the pump so is more susceptible to blockages / leaks or possibly even a weak pump. Thinking logically, if the pipe runs accross the front of the car, it's also going to be more prone to freezing due to the location of it.
If it's anything like my old Leon, there were several 'joins' in the pipe to the rear washwipe and if it froze, the pump was strong enough to blow the pipe connection open - one wet boot and a non working washwipe.
Either way it can't be rocket science to fix

If there is no water running from under the bumper when the washers are operated it's unlikely that a hose is split, the leakage should be obvious, so I'd go with blocked nrv or gunged up hose. Gunge can form if water/washer fluid can go gooey after time if not used. Have fun fault finding.
Can you get the hose from the back of the jets and flush the hose backwards.?
