Problem is they are just steel sheet with holes punched in them and painted silver or black! The grit blasting from road debris takes the paint off! Then they turn orange! They are pretty easy to refinish! But I agree you should not have to do it!

Still cheaper than a new radiator!

Good news is it does not show as much on the black ones.
