The DVLA have just got in a whole lot of poo for selling the data to companies who really did not provide enough justification e.g. clampers, petrol stations. The sale of keeper details are usually limited to finance and insurance companies. Local councils also purchase the data to trace the owners of abandoned vehicles.
If you need to investigate further your only option is the Police.

That's exactly why I don't post any pictures with my plate showing, people don't realise how easy it is.
PS Make sure your neighbours saw the incident too always good to have a few independent witnesses.
