think can contact the council and report them for fly tipping. they will then pursue it. take pics of the rubbish etc and see if any personal contacts are in there.

DVLA will provide registered keeper details now.
edit - although best bet is the above, report them for fly tipping. There's not much you can do with the details except phone them up and have a go

Yep - this cropped up a few weeks ago, I'll see if I can find the thread - someone else expressed surprise at me saying this and found a link. Might have been LL actually, now that I think about it.
I found out due to my flat's management company as it turns out. We had a couple of cars dumped on our off street parking and they were able to request the details for a nominal fee, in order to contact the registered keepers to get them to either recover or move the vehicles.
My insurance company were going to pass on the details of the woman who's car I hit when it was thought she had no insurance so I could pursue her in the small claims court. Would have cost me 2.50

You just have to show "reasonable cause".
In fairness, they are looking at changing it thanks to prodding by the Dept of Transport.

If it's dumped on private property then it's a civil matter
DVLA is best bet, although if they are scum enough to dump rubbish like that it's probably a dodgy plate anyway. Barstewards.

The DVLA will not provide name and address details, it is against the data protection act and I am 100% certain that the DVLA will not provide any name or address information.
The DVLA have just got in a whole lot of poo for selling the data to companies who really did not provide enough justification e.g. clampers, petrol stations. The sale of keeper details are usually limited to finance and insurance companies. Local councils also purchase the data to trace the owners of abandoned vehicles.
If you need to investigate further your only option is the Police.
