Mine gets tested and passes with a DECAT the only stipulation from my 'friendly' garage is that the cat is 'on' the car - i ensure i pop it in the boot before each MOT just in case he wants to test it

If anyone wants a use of a cat for MOT I've one sat in the garage since I have a HFC now. Can be picked up in North Wales, Manchester or Kidderminster with a bit of notice, or sent out at cost of P&P.
