easiest drilling method would be with a stepped drill bit

Used one of the to fit PDC into my bro's E60 530d bumper - good plan.

But don't want to crack it!

That really made me giggle this morning, sorry.

Presumabley a previous owner had a single exit and bought the cover, then when they or the next owner put the twin back on they just cut out the space to fit it. Maybe.
Looks like the fog cut out on that was pretty bad too. The carbon one looks good.
