Diff and Gearbox Oil Change

Am I missing something?
On the service sheet in FAQ it says the diff oil should be changed at 27K or 36 months and the gearbox oil at 60 months or 45k
The dealer has never done either job?
Are we talking about a franchised Honda dealer?

Out of interest, and as I will be doing mine one day, why is a ring spanner specified? Why not a 1/2" drive socket?
This causes another problem - how do you do the bolt up to the prescribed torque as there is not enough space for a torque wrench either? I just did it up firmly but not too tight.
