tighten up the law on registering cars in their new owner's name
would need to be tied in with things like driving licences
but make it illegal to drive the car until you had obtained a reference confirming change of ownership from the DVLA
could all be automated (I have some faith in IT)
big penalties/confiscation/crushing would be key
