Yep, it would go on your number plate which would be issued each year. This would also put a stop to these f*cking pathetic non-standard number plates with gay fonts on them etc.

tighten up the law on registering cars in their new owner's name

would need to be tied in with things like driving licences

but make it illegal to drive the car until you had obtained a reference confirming change of ownership from the DVLA

could all be automated (I have some faith in IT)

big penalties/confiscation/crushing would be key
