I was down the M1 yesterday and never saw any. The tax checkers are usually fixed to bridges or gantries and look like CCTV cameras.
The SPECS stuff is usually on it own metal frame and looks like a CCTV camera with two metal "flowers" either side. These are IR illuminators. They are ALWAYS installed in pairs ~ 1/2 mile to a mile apart.
SPECS is normally only used on long term M way road works (Thelwall viaduct on M6 for 3 years) or accident black spots (A610 from M1 to Nottingham) because of the purchase and install cost of the system.

SPECs cameras have now been installed (and about to be installed) from Gamston - Nottingham all the way to Bingham (6 miles) on 70 and 60 mph roads.

Its a disgrace, the road is a notorious accident blackspot, but NOT for speeding. The majority of accidents are caused by red light jumpers. But have they installed any traffic light cameras? What do you think?

The cameras also cover vast areas of straight fast road with no junctions or hazards... mmmm I wonder why?

If by average speed cameras you mean SPECS then I think the company's own website has details of where their cameras are installed:

http://www.speedcheck.co.uk/index.htm

They don't list any installations on the M1.
Quote from their site:

"The SPECS system is so efficient and user friendly that Manchester CTO
processed 2,500 offences in 6 man-hours."

EDIT:

Bl**dy shame nobody ever comes up with some driver friendly ideas

You sure, they are marked on the map on the site above and look exactly like SPECS, ie 3 above each lane and cameras exactly a mile apart !!!

That map above is very out of date.
