If the engine has been taken to bits, this problem could be that the Check Valve and Air controlled Solenoid Valve have been re-connected incorrectly/the wrong way round.
Failure to connect thes pipes/valves correctly results in the CEL warning light on the dash and shitty VTEC performance.

Not quite true AE, they do disappear if the ECU decides the problem has gone - just takes a long time, ie 100 miles in my case!

Engines go pop for a reason. Ask yourself what are the common features of the old engine and the rebuilt one. Could it be that it still has the old oil pump that never went for the recall?
