I have checked it thoroughly - The only way to suffocate is to panic. By doing this, the bag would cause a seal around your mouth. This becomes problematic when you have no air left in your lung and your intercostals are trying to expand your diaphragm creating a negative pressure that keeps the bag in place.

I suspect the legislation was framed to deal with people running timed events on public roads

"Race" and "Trial of Speed" are not defined. What YOU think they mean is irrelevant. What a bench of magistrates (or, more likely, Crown Court judge) think it means is what counts. (There's probably also case law on it - dunno) I doubt very much they will draw the semantic distinction that you seek to draw.
If there is evidence that there were two (or more) cars travelling at speed, trying to keep up with one another, that's likely to be interpreted as racing IMHO
2 or more cars travelling close to each other above the speed limit will be grounds enough for racing as you say, even though its pretty circumstantial, they'll see it as totally anti-social, when perhaps the opposite is true
