not so

you are charged and convicted of an specific offence

for example, illegal possession of certain firearms results in a mandatory minimum sentence of five years in jail

nothing to do with what you might do with the firearm(s)

same with racing - you were racing, and the decision has been taken that the offence carries a certain penalty

if you crashed, it's fair to assume you would face additional charges

whether the sentences are appropriate or not is an endless debate
Still, that moves me back to the point of how can you prove racing? Well, basically what i'm trying to say is that the law is b0ll0cks. But then we all knew that didn't we?!

Yes it does, it has to. Why would they make racing an offence otherwise? They are saying it is illegal to race. This Law would have been passed on the grounds that racing causes accidents (although i'm pretty sure they won't have much data on this, only speeding/dangerous driving, but nothing on purely 'Racing'). The reason it would have been passed is because its up to a bunch of old f4rts who are not in touch with modern society. It would be interesting to see that of the races occured, how many end up in accidents. I'm willing to bet that the percentage is LOWER than the amount of 17-19yr olds that have accidents. If this is the case, then it goes without saying that all 17-19 should be banned from driving. Obviously, this wont happen. But, based on safety, it should. Its just making a mockery of the people in charge. They act on a whim without giving any thought to what they are actually doing.

*EDIT*
Actually, i've had an idea. Why not just ban fast cars? All cars should have a top speed of 90mph and accelerate from 0-60 in no less than 10sec. Surely buying a fast car makes you want to drive fast, otherwise you wouldn't have bought it? 1-0 me.
